How to vote for suggestions?

I never voted before and it shows that I have 0 vote left. 

How do i increase the number of my votes?

Can the admins please explain how votes work?  maybe a sticky post or something?  I've searched but haven't found a formal answer about how long you have to be here to get votes etc.  I did find this but it's not really comprehensive:
