Eri Fukatsu was born in Ōita, Ōita, Japan. Among other things, she has appeared in the TV series Bayside Shakedown and the subsequent spin-off movies of the series. She is managed by Amuse Inc. She won the award for best actress at the 18th Yokohama Film Festival for Haru and the best actress award at the 2010 Montreal World Film Festival for her performance in ''Akunin''.
She made her show business debut at age 13, winning the Miss Harajuku Grand Prix held in Harajuku. In 1988 made her screen debut in the film adaptation of Tōma no Shinzō, entitled Summer Vacation 1999. At the beginning she also worked as singer under the name Mizuhara Rie and Takahara Rie, but after that she decided to use her real name.
