Yes it is dubbed most if not all c-dramas are. I keep myself focused on the subs to not ruin the experience if something is off, try that too it may help😅

I don't think so, it's a WeTv project the company have already bought all the rights for all seasons from Japan so if they'll recast it's up to them they casted both Smart and Boom for S1 and they can do it again, it's a separate matter.
