I think not that far I believe Zanghai wanted the emperor to execute the Marquis or at least for Cao to try and assassinate him so they can kill each other, you see his surprised reaction in ep28 when the Marquis's army lit firework near the emperor palace declaring a rebel Zanghai didn't see that coming and rushed there, it was Cao's fake letter that got passed to the Marquis's army his plan to trap the Marquis in his own deadly mess so it wouldn't be linked to him or the emperor would suspect Cao and punish him he said it multiple times.

I don't think they're against her they could be working in some way to sort things out since it seems like they have the same goal but I'm worried if I explain my point it might be a spoiler
