Sui Zhou Investigates Jian City
Sui Zhou goes to Jian City to check accusations that people are being killed and tortured in the prisons. However when they get there they find the official honest and the people there kind. Tang Fan has a feud with Duo Er La over some broken chopsticks and a cloak. Wang Zhi goes to a border town to investigate Liaodong affairs and reopen the horse market.
