The notice from Kondo was not accepted and he was allowed to come back to work. However, due to everything that had happened, Kondo is not able to communicate with the pilots. It takes him time and support from his co-workers to be able to return to work. Shinoda is having her final test, that she fails once, because she didn't look at the situation as whole and just focussed on her own part, but she realizes her mistake and passes at the second test which makes her an air controller now.
