Onihei Hankacho (1980)

In the late Edo period, the story follows the exploits of Hasegawa Heizo, also known as "Onihei," who was directly subordinate to the senior councilors and cracked down on heinous criminals like murderers and arsonists. The Tokugawa Shogunate established a special police force called the Arson and Theft Control to maintain peace in Edo and suppress violent criminal gangs. The head of this force was Hasegawa Heizo, famed as the 'Demon Heizo.' Having led a life of dissipation and recklessness in his youth, Heizo gained a deep understanding of society and gathered skilled spies under his command to confront the thieves that terrorized Edo.
