How can a parent condone the bully of his own child?

Ok, I get that she has a rare allergy. But I just can't wrap my head around how her dad could condone another kid to inflict mental trauma on her? Regardless of the possible jeopardy she might have to suffer and the need to get mentally stronger, i don't think i could ever subject my child to such horrible experience and justify that it is for her own good. Just who are you to decide that? I hate the fact that her dad and her past bully, aka ML, are portrayed as overbearing and controlling tyrants. On top of that, ML patronizes FL and refuse to acknowledge her capabilities. He loves her, but refuses to support her decision. Doesn't make sense.
