Based on the story plot, it is closely similar to each other. Both under the Republican setting. Male Leads portrays the same position of a General. While both female leads portrays a daughter of a business man. Characters of both dramas have quite the same personalities . Male Leads for both dramas have a sister.
Started off with a fake marriage. FL marries in order to find out the murder of her father. She purposely gets close to the ML to get closer the his boss.
Both are Republican era dramas with a military backdrop and a suspenseful plot to accompany the romance. Both dramas have main leads that initially come off as being a bit of a playboy/scoundrel before becoming protective of FL, and a more serious (but also ridiculously handsome) second male lead. Both dramas have a strong female cast and supportive cast, including at least one more villainous female character. “Fall in Love” takes place in Shanghai and more directly addresses Western (British) influence while “Arsenal Military Academy” is set elsewhere and focuses more on the conflict with Japan.

For me, I think they are kind of the same when it comes to plot and the motives of the FL. In Fall In Love, she wants to find the truth behind her brothers death and her parents separation. While in Maids Revenge she misunderstands that the ML is the one who killed her father and she wants to find out the truth and the culprit. They're both set in the Chinese Republican Era and it has to do with conspiracies and political plots for both dramas leads to entangle.
Both are Republican Era dramas in which the FL is trying to right the wrongs done to her family, and the ML is a somewhat dangerous figure who she becomes involved with.
Chinese Republican Era. In both dramas, the male protagonists are powerful, powerful men with a militaristic past and the leaders of large groups that control most of the territory. The heroes meet on a journey, then gradually fall in love with each other. Lots of romance.
Same era and similar set up between the leads. And the same exact location set!! The first obvious difference is the age of the leads. Cruel Romance seems to suggest an older cast. While Fall In Love seems to suggest early twenties for the leads.
