Cho Sang Tae is Yong Pil's father and the late husband of Bu Mi Ja. Having worked at the Jeju Bongsan Town Office for nearly 40 years, he is currently working as a contract employee in the civil complaints team after retiring.
He had liked Bu Mi Ja, who grew up in the same neighborhood since childhood. A sincere man who was known as a fool, he eventually succeeded in winning her heart. He had wanted to spend his life looking at Bu Mi Ja, protecting her, and being with her. However, he lost her too early. Losing his wife, he raised his high school son alone.
