Depends on the drama. Head Over Heels I felt needed 16 episodes . The last 2 episodes felt rushed to resolve everything within 12 episodes

I think they retconned hotel blue moon . It was more of a cameo rather than a tease for a sequel. I'm glad they didn't go through with Hotel Blue Moon. It would have been cancelled because of Kim Soo Hyun. I hope we get some sort of cameo with characters from HDL.
