No one put all the blames to him. But there are some truth in her words. And junseo is not exactly helping her 100% too. Some of his action is bringing her back to the cycle.. Thats why i said, for certain circumstances, he is enabling her back to becoming monster. She was happy with IG, and finally she has adults who actually cared and taught her how to be human again. Jae oh missed her too but he never reach out to her. While junseo had to remind her again that she is a monster, reminded her that one year has passed.
