I don't think the previous King was the son of Grand Queen Dowager Sunwon either, he might be the son of her husband, his birth mother was other Queen or Concubine. But, She was also his mother figure, that's why she could easily kill him.

She is just the King's grandmother figure (the position) since she adopted and chose him as the King. And, you know, Jo Queen Dowager is also the King's mother figure, only the position. Both of them have no blood/family relationship with the King. The King's the whole family was killed for treason.

It is definitely not low budget. Just watch a few episodes, you would see the high quality of production, costumes, setting and cinematography are all very good.
