I agree that it is correct for him not to accept Hotae because of the reasons you stated but I feel it wasnt clearly established in the movie. Like when I watched the kissing scenes I didnt really believe that he really would have stopped, hes 18, in love with hotae since childhoon and Hotae is the one pushing for intimacy. Maybe its bad subs because when I started watching I thought Hotae didt know Donghee was gay and even in a scene it said why dont you have a girlfriend. But then he just asks to kiss him, so it does look like he knows hes gay. So then when the intimate scenes happen I wondered what each knew of the other.
I really loved the series, They have such great chemistry. but what was going on with them? did neither of them really believe the other one like them?
