The script was cleared by the authorities right and they would know better which is controversial and which is not. Also the writer has the freedom to make the story as he/she likes. We don't know what they're going to do in the coming episodes. We have 14 more left, this is just TOO EARLY to criticize any drama. There could be plot twists and he may have hidden secrets.

See, as per what I've read most people are mad that this drama shows that NSA is after "actual" NK spies. They feel hurt because historically NSA wrongly accused student protestors as NK spies to suppress their movement. And this show supports NSA's claims and is disrespectful towards the activists. But all I am saying is that even though the students were not spies, there would've been real NK spies prevalent in the country and they may or may not be related to the democracy movement and he could've been just one among them. Saying that an organisation is bad doesn't mean that they NEVER do any right thing and doing that right thing doesn't justify any of their other wrong actions. So yeah, NSA is the bad guy here but what if they're after NK spies like Sohoo because they got some information about them, then they're just doing their job right unlike the students activists' case.

I feel sorry about the blind hate this drama is receiving. Your third point is a major possibility and I wish people were patient enough to wait for more eps to find out the backstory.
The synopsis already mentioned that he has a lot of secrets. There's no confirmation yet what his motive was or if he's actually a NK guy or not. That could be the twist maybe who knows. It's pathetic how people are suddenly woke and patriotic just to hate on something. Only 2 eps has been released so far. Let's see what they have in the coming eps.
