You are right about that but a character should have some good redeeming qualities, like good reformer, military commander or even leader but he has nothing and rely completely on other people. People like him can sit on throne through schemes and use generals to deal with problems, but sooner or later someone is going to become powerful enough to turn his armies on the capital. I foresee a rebellion incoming episodes due to incompetence as an Emperor, he send ML to deal with northern problems but did nothing of his own to deal with southern lords ! To top that off, he is disloyal who can drop his life long supporters in matter of seconds for benefits, I have not seen him introduce some good and strong reforms either. I believe he thinks he is smart but in reality he isn't and that's his biggest weakness!
