It was never quite explained how that state got involved with the country blood of youth people reside in but now we know. Or at least that is again my theory.

It’s not his fault he chose not to be emperor. Not everyone is cut out to do the job and it’s lonely up top. You think that wife of his would’ve followed him as Empress in the cold and lonely palace?
