This episode showed that Thi is finally coming out of his shell and is actually holding coversations with Noey instead of cowering in fear. The world is made of different people and not all characters need to have super quick thinking and reflexes. The show is about them and just them and how their feelings progress, not about other side couples so it doesn't need to be fast.
It is obviously at the stage now where Noey and even Thi are starting to notice their feelings for the other a little, so it has definitely passed the set up stage. They still have one character entry left for Noey to finally come to his senses so they need episodes for that.
