The blood pact is between the blood master and the shadow puppet. Jin'an came into contact with Li Shuang's blood, remember she kept her palm on his chest in the very first unknowingly became his master. Jin'an became her puppet but since he was not fully transformed he is dependent on her instead of being a slave. Like he can have his own thoughts, actions but becomes restless when she is in danger and needs her blood occassionally to keep him in check

The last comment was my analysis and speculation based on episode 8. But weakening the blood pact was fact, you can see the evil cultivator saying that to his minion

Jin'an is stronger and not out mad because of the strong blood bond between him and Li Shuang. That's why that evil cultivator started making a divide between them by instigating trust issues. I think he wants to take out the Jade Linglong or try to control Jin'an when he is at the weakest point

They thought about initially but Jin'an didn't merge fully either so he's not a mindless puppet. So killing her is waste and they gave up
