My take is that prosecutor cha may resort to drastic measures to close the case eg imprisoning the wrong innocent man/men? Hence police ml lost everything aka friendships etc and there were regrets. (In the real case the wrong man was imprisoned for 20 years) Still waiting for kihwan character to show us more as the actor is a solid one. I would say could border on tragic for this drama.
