So, Chen is the main role cause he's literally the reason why Annie is in need of money to clear his debt. She needs money and there was no other option but to open and run the bar. Next thing, Chen is a creditor, he has this job of collecting money and ofc, he would have max interactions with the FL and that's why he's one of the main roles. Also, he does appear in EVERY EPISODE. Don't know how did you miss him :( Third thing, Chen is a single man, he also has a slight romantic sub-plot with the FL.. makes sense how he's the only male character in the show who can be paired with Annie.
About Earth, he's a negative character. He has his own plot and he serves it well. I'm guessing you must've not watched ep 8. That's literally where he came into action.
I would recommend you to watch ep 8! And then think about dropping the show :)
