children have no idea what's happening to them is wrong. I was bullied as a child and I had no idea what was happening was called bullying and I could complain to my teachers about it (and they knew but decided to do nothing). bullying ruined my life. I was left behind, had a very low self-esteem throughout my life because of bullying. Even if he was 11 and he was a kid, he hurt other 11 year old kids. He should face the consequences.
