This open ending gives Netflix a chance to order a Season 2 and help the writer and director to create a continuation. Practically, Nam Ra said there are other Hambies and she's like the "organizer" or leader ("President" to be exact hahaha).
As for On Jo's best/boy friend, that remains to be seen. However, here's my personal take on that: * After the bombing they only showed On Jo's name tag Cheung San had. * They never showed the face, body, uniform of Cheung San. * They also did not show the face, body, uniform of the bully either. * Cheung San also did not turn even after the long fight.
My analysis of that is both Cheung San and the bully are still alive. Or at least Cheung San (since he used the bully's body to cover himself from the fire).
It is possible Cheung San became a hambie too and probably was searching for other hambies while Nam Ra was waiting at the rooftop. So when Nam Ra said "they have returned", Cheun San was probably the one leading the group.

BONUS #2: * In one interview of the cast (check Netflix Korea YouTube channel), the Director said there are actually two types of bitten survivors. 1. Immune 2. Hambies / Immortals
According to the director, there are people who have immunity from the virus, and they ran and hid.
He also explained that there are those who were bitten but their hearts never stopped, so they became "immortals". They have the virus but remain humans. These are the hambies.
The writer also commented that he did not differentiate between the two types of bitten survivors because he wanted to concentrate on the relationships between the characters. But, they are there.
So, if ever Netflix will fund Season 2, we'll probably see what Nam Ra said by "survivors" who ran and hid and "they have returned".

Compare that to the show "One Ordinary Day" where the lead character is: 1. 25 years old 2. Supposedly finished his 2 years mandatory military service (according to fans) 3. College student (_not_ a graduate student) (according to fans) … and yet acted like a 1st year college student at around 16-17 years of age in the entire show.
