One common factor in most of the characters here in this drama is GREED.

Some people steal because they are kleptomaniac, not because they have something they need. As for the utility bill, she couldn't have forgotten it unless the excitement over the potential money she'll get after three months blurred her memory. She's also quite old and brain fogs happen to women at that age. It's unlikely but not entirely impossible.
