i think it made sense with what they were trying to do. I don't think they tried to justify his actions in any sort of way but his character was also somewhat "pitiful" - how the government basically coerced him into murdering people (not saying what he did was right btw, sorry if im not wording this properly) and i don't think he would have started to kill people if it wasn't for the government. all he wanted since he was a kid was to have emotions like anyone else and tried his best through his child to YA years trying to fight it.

She doesn't know that her mom may have been murdered and she is too remorseful towards her mom. when you love someone a lot, you want to take their burdens away from them.
