He thought Murthehelp would follow the code which is protecting Green Code (Jian & Jinman This is in S1). Which meant if Babylon attacked Jian in S1 Murthehelp was supposed to be there to protect her. But Babylon Manager bought them as we see in S2 ep 1.
Murthehelp used to follow the code before (Like for instance if Jian would shout 3 times Jinman they would be there to help her [Minhye says this in S1] )
Even in Season 2 ep1 before they start the mission "Pasin" asks "Jinman" if it he thinks Murthehelp will keep their word. Jinman says "we have to trust Mr Kim" who I think was a top dog for Murthehelp in S1.
And then we see in S2 ep 1 that The manager of Babylon bought Mr Kim and asks him to attack Jian, Thus betraying Jinman and the code for Murthehelp.

I think initially he created it as a shield (Murthehelp) . Hoping that if he has people on his side willing to fight for him her niece would be fine (If you remember everyone who buys from murthehelp incase of a dispute Code Green are to be protected) This is explained in S1 ep 1or 2 I think when Jian first learns about the Shop on the Website.
Ofcourse it didn't work cause some betrayed him and went after her niece in S1 (As we saw that they were bought by Babylon Manager S2 ep1). But from the S2 trailer looks like he does have other members of murthehelp willing to stand on his side.
For sure dealing with arms was not a good idea, But I would understand him on the other hand cause Babylon was never going to let go either especially Bale. He needed some plan I guess....

If you take a look at his actions since day one are all suspicious: First, He always reads a book, since his first screen time he had a book in his hands guess what a RED BOOK!!!(If you watched the 11th episode you will understand ) and Second, I'm still bothered by that call he made at the end of episode 7 (He seemed kinda creepy) Third, The fact he stole the lady's ring(The teacher) means he was always watching her so he knew her movements. And Also The Killer is a man, based on the epilogue ep 5
