What you find weird are actually natural. I'm gladly tell you my point of view. It's all because of censorship, nothing mysterious about it.
1. The release date in film industry depends on a lot of things: production, editing, legal papers, etc. In fact, it could take longer in a country like China. 2. They want people not to drop season 1. Knowing that there will be another season makes people hopeful. 3. Because of the strict censorship, the behind the scenes are necessary, they are not official version, they violate no law. Fans and audience can see their main leads acting lovey-dovey. I say this is a kind of compensation for us, the director know we want these scenes but he can't bypass the law. 4. Uncut version exists as a way of backup. If things go smoothly, they will release it online or sell it in a boxset version. 5. I mean, every product needs marketing, right? They will keep promoting it unless somebody from the goverment gives them a warning. It's the way things are in country like China. The law is kind of ambiguous in many areas, you'll never know where the limit is, you just do what you do and expect nothing goes wrong.
At this point I don't even care they will kiss or not, their chemistry is insane, they just need to act lovey dovey to each other and it's enough for me. In many *cough* *GMM* BLs, the main leads kiss but their chemistry is not good at all, here we have a good story, good directing and good actors. The censorship is China's faulty system and we can only accept what we have here.
Why people keep asking if this is BL or not, you can watch the first ep and see for youself the chemistry of two main characters. If it works for you then keep watching, if not then stop. Any "yes" and "no" won't be enough for that question. There is only one thing for sure: C-dramas are heavily censored so don't expect a kiss or something like that.
I can't imagine how Chinese BL could be without the censorship law. The potential is huge. No offense to Thai BL but in terms of story, cinematography and acting, China is miles better because their film history goes way back. I watched and loved many Thai shows but when it comes to Chinese BL, like this one, there is always something so special and close to heart.
