Okay, first of all, she isn't a teen. Her dressing proves actually nothing, if you think someone's clothing reveals their age then no one needs to ask anyone's age. Also if you see it in next episode, her style changes a lot to fit in there and she does not dress to impress the boss or whatever. She just wanted to do her job properly.
