What I think is that Vegas is not as cruel as we think!
He is just an abused boy who wants to vent his anger and have a company and somehow he connected with Pete furthermore the scene in the end with Vegas smiling when he heard sounds of Pete enjoying the noodles says a lot.

I doubt it was him I have a feeling it was his brother and he just covered up otherwise he wouldn't so easily accept the relationship between his son the and the son of the couple he murdered.
He should show a sense of guilt but he was totally cool with accepting them and even offered the siblings to stay with them.
