Both are similar in the sense that both has a female lead from South Korea and a male lead from North Korea...

The difference is in CLOY, the FL and ML meet on NoKor grounds while on Snowdrop, FL and ML meet on SoKor grounds...

Plus the difference of the time frame...one is set in the present time, the other in 1987.

But both have government thingy plots....if you know what I mean...
