Fan Xian doubles down on his pursuit of being head of the Inspection and Control Bureau, wanting to recruit Wang Qi Nian and Yan Bing Yun on his side. He soon targets Sheng Zhong by manipulating the Empress Dowager into accepting Shang Shan Hu to her side. He then exposes Sheng Zhong’s misdeeds in killing Xiao En and keeping the smuggled money a secret from the Empress Dowager.
