This episode deals with a decision that Shinoda's co-worker Kondo made. The plane with the Japanese minister onboard was asking for an emergency landing, because the minster suffered a cardiac arrest. However, Kondo doesn't give priority to this plane as another one is flying with just one engine and asking for emergency landing too. Kondo decides to let the plane with 200 people on board land first. However, this stirs up a popular outrage, making Kondo quit his job at the end of the episode.
