In Xucheng, Zhang Hai Lou and Zhang Hai Xia find a wave of suicides caused by another evil god statue that is in the despicable Governor Herman's mansion. Zhang Hai Lou uses his disguise skills on Zhang Hai Xia to transform him into a lovely woman so they can gain entry into the mansion. Zhang Hai Xia takes out the Governor, while Zhang Hai Lou finds the enshrined evil god statue and sets it and the mansion on fire. Their mentor, Zhang Hai Qi, shows up and promotes them to full agents, after she disciplines Zhang Hai Lou for his impulsiveness. They will publicly operate as the Maritime Supervisory Office and help capture criminals Seven successful years later, Zhang Hai Lou's fearsome reputation has earned him the sobriquet The Sea Plague. A survivor and a salt-preserved body from an incident at Panhua Reef finally allow the Zhangs to investigate. They trace the eerie disappearing figures in the fog to a large ship that had disappeared earlier and find a warlord's military forcing the kidnapped civilians to dig into the reef.
