Emperor Sun Chung of the Song dynasty takes Madam Luk as his empress. Next, he makes Madam Pong his concubine. Concubine Pang's father, Pong Si Chung, and brother, Wan Biu, are appointed powerful ministers overseeing the Western Palace. Exploiting the connection with Concubine Pong, they behave like tyrants. Meanwhile, Empress Luk's father, Luk Wan Lung, and her brother, Luk Fung Yeung, are appointed ministers overseeing the Eastern Palace. The Luks are not happy with the Pongs' misdeeds. One night, Wan Biu kills a woman, Wong Yuk Lan, in a restaurant. Fung Yeung brings a complaint against him to Magistrate Pao Ting Chiu. Wan Biu is given the death sentence, but Concubine Pong forces Ting Chiu, under the threat of death, to release her brother. Taking sides with his Concubine, the emperor changes the law and makes it an offence to give second opinions. An angry Fung Yeung vents his anger on Wan Biu and strikes out at him but accidentally hits the emperor. Outraged, the emperor is about to charge Fung Yeung with treason when Empress Luk intercedes on her brother's behalf, telling the emperor that she is pregnant. The emperor banishes her to another palace chamber where she is to be isolated. He also sends her father and brother to jail, where they will await sentencing by the emperor after the birth of his child. Empress Luk gives birth to a son, Tsi Wan. With the help of Ting Chiu, the empress flees the palace together with her father and brother. In the course of their escape, the Crown Prince goes missing. Concubine Pong's troops hunt down the escapees. Fortunately, in the nick of time, the escapees are helped by the sudden arrival of the Storm and Fire Monk, who saves them from the concubine's troops.
