In 1952, Todoroki became an apprentice to Ichikawa Utaemon. He joined Toei Kyoto the same year and made his acting debut in 1954 with "Hatamoto Taikutsu Otoko: Nazo no Hyakumanryo." He transferred to Toei Tokyo in 1957, where he began appearing in modern films and started his television career with a role in the second season of "Nanairo Kamen."
By 1964, Todoroki had become a freelancer. In the 1970s, he began using his experience to coordinate location shoots for Toei television dramas. Initially, his coordination work was informal, and he was paid as a guest actor. Later, he received formal recognition and compensation for his role as a location coordinator for two-hour dramas.
