Upon entering elementary school, his family moved to Niigata, Niigata, Japan, and when he was in the fifth grade, they relocated to Toyonaka, Osaka, Japan.
He graduated from Osaka Prefectural Sakurazuka High School. For his university entrance exams, he failed to get into his first choice, Osaka City University but was accepted to the Law Department of Doshisha University and the Sociology Department of Kwansei Gakuin University, choosing the latter and graduating. He harbored a dream of becoming an advertising man since his university days and joined an advertising agency. He later switched to another agency, and the bosses he disliked at both companies became the models for the two major characters that repeatedly appear in his works.
In 1974, while working at his second company, he submitted "Decisive Battle: Japan Series" to the SF Magazine's SF Big Three Contest Novel Division (later known as the Hayakawa SF Contest). It was selected as an honorable mention, marking his debut as a writer. Although Kanbe had some SF-like ideas, he lacked knowledge about SF, so he joined the SF fanzine "Neo Nul" to study. Afterward, while working at the company, he continued writing for about a year, but at the end of 1975, he became a full-time writer.
The process of joining an advertising agency, becoming a writer, and exploring new paths as a writer is depicted in his autobiographical work "The Second Escape Plan."
On September 20, 2006, he sparked controversy by criticizing otaku as having "peculiar facial features" in a column on the Nikkei Kansai website.
He was a member of the Japan SF Writers Club, but in 2013, he was named an honorary member along with other veteran writers.
