Shiba Seika was a Japanese film director and screenwriter born in Jonai-cho, Saga City, Saga Prefecture. After graduating from the former Saga Prefectural Saga Junior High School, he joined the international livelihood in Tokyo in 1922 and worked in the company's main building.

In May 1923, at the age of 22, the original script "Kare no Yama Koete" was adopted by Makino Film Productions, made into a movie by director Kinugasa Teinosuke, and so he made his debut as a scriptwriter. He joined the studio as an assistant director, and while working in that position, he was promoted to director in less than a year. After his directorial debut, he continued to provide scenarios for Kinugasa, but in July of the same year, he left the company in opposition to Makino's merger with Toa Kinema. Edit Biography
