Because if you're crazy like that, ultimately I think you don't care about anyone much but yourself. Or if he cared a little he might not care enough if it meant him getting caught.

Also in that scene where he sees his mother out with his dad it seems like Mi Sook was staring at the father.

I think you're right and it is something like that. Then Mi Sook blackmailed him with this information forcing him to take the blame, rather than him trying to cover up that his brother was the murderer of those women. And maybe the fact that his brother followed the one woman had something to do with trauma he had related to their mother?
