in the first novel, he had multiple powers, was just collecting them pretty much, but what was said had he needed prolonged physical contact to someone to steal them fully. i have not read the second one if there is, and there was nothing abt him fully controlling the powers and well, Babe’s papa took all of his powers by the end of book one - as there was no drug, just Babes dad with powers to kinda destroy someone else’s powers
