But production company is the one who will notify first before the public if already has a license.

look at love beyond the grave, it seems the license was already issued quietly. there’s no public news about them obtaining a license, it seems the production company already received it but NRTA did not made the information public.

also don't forget this is under youku, you forget about how they treat their historical dramas badly in terms of scheduling. So don't expect or high hopes to air immediately.
