Yes, she is a 2D character. In the novel which Wanyin was reading, Xie Yong Er is the protagonist of that novel, a modern girl, who got transmigrated into a novel. Basically, she's a 2D transmigrated character and the reason she doesn't know what Beijing is bcs Beijing doesn't exist in the world which she is from(she's a novel character so she's from a fictional world including a fictional city, City A, which the author of the novel most likely made up).
