So I have this theory that chita only kills the bad nours, the one that kill humans or turn others into nours without them being willing. (He killed tee cause he got his classmate killed while drinking his blood and killed Prae cause she hurt Dr and turned tee into nour unwillingly probably)
And James's dad was likely a nour who did something that made him a target.
And the reason he gets weaker and weaker after each murder is because killing drains his energy, it's taking a physical toll on him.
