In order to save Shang Gu from her tribulation, someone has to be replaced in Shang Gu's place being the God of Chaos. Bai Jue is on a mission trying to be God of Chaos for himself, so that he could be sacrificed when time comes. And then, Qing Mu is created by Bai Jue, which is the new version of himself which has demonic power, God of Chaos need to get both God and Demon inner power.
Bo Xuan's promise means that he will come back to her is being as Qing Mu. Now, ep 38, the new Bai Jue doesn't have many memories of Qing Mu, he will gain later I suppose. So, Bai Jue doesn't recognize Houchi for now, he only knows Shang Gu. Remember this new Bai Jue is a different one.

You will know the reason in ep 38 and afterwards. He knows exactly being Hou Chi & Qing Mu will not last long because Shang Gu and Bai Jue have to come back. All are part of Bai Jue's plan and tribulation to save Shang Gu and be sacrificed himself.

1. 70% for Yue Mi's comeback, 30% is not because in the novel she will not.
2. Houchi is already a God, not powerful. Soon eventually, Shang Gu and Houchi will become one, of course they share the memories.
3. Actually, they are doing a tribulation right now especially Bai Jue, being Qing Mu and Houchi is all part of the tribulation, but not the mortal one.
4. He is stuck in Shang Gu Realm, probably in coma. He will awake when Shang Gu opens the gate.
5. It seems so, coz Bai Jue is now the only True God with True God powers (Tian Qi lost his True God powers).
Mu Guang only got the right because back then Zhi Yang ordered him to protect the three realms.

One thing we all need to remember is that all are part of Bai Jue's plan. Bai Jue saved Shang Gu and transformed into Houchi, of course he knows everything. Bai Jue also created another version of himself which is Qing Mu.
