I think thatbthe skeleton is the sister....remember he has an older sister...the skeleton had on a white dress similar yo what she was wearing when the chief had the flash back. I think theres 2 necklaces, 1 for the sister and one for the brother, remember when the mad dog took the necklace he said his sister gave it to him...
