I understand it's the way she was supposed to act. But for that long? It's one thing to be shocked for a few seconds but that kiss was not just for a few seconds. They're dating, haven't seen each other for a while, she missed him, he missed her and all she could do while her man was kissing her is to stare wide eyed the entire time. The logical/natural thing to do would have been to be shocked for a bit then lean into it. Doesn't have to mean kissing him back with the same ferocity, but at the very least pulling him closer, putting yout hands around his neck or waist. Something. Fujisawa did explain things in the last episode. It was because of the guilt he felt towards Sei's parents. He couldn't bring himself to go further with Sei because he believed Sei's feelings for him to be out of trauma. He also thought himself undeserving as he felt he caused Sei's parents deaths. However at the same time he couldn't let Sei go either. He was at an impasse of sorts. Choosing to stay by his side and 'take care' of him all while knowingly denying Sei of something they both want because of his feelings.
