Frank is anti hero , he is alive and later join our lead for fight against gov,

Boss is trying to sold past retired agents in exchange for some good deal from usa, and the breeding pogram we learned about in first epd is just pushing two ppl with very good superpower to have baby then they will take those baby just how frank was taken , boss will strike a deal with usa saying do not toch kids and some another benificial thing in exchange for retierd old agent's lyf
