For a Netflix show, it's easier to evaluate since they releases statistics about popularity of shows (i.e., Top 10) overall and by country. International popularity can also be seen on sites like mydramalist, tiktok, instagram, and so on. There are definitely dramas with low ratings domestically that do well internationally. There's excitement when ratings go over 10% because it's honestly a large feat (but I noticed that a lot of recent dramas have broken into double digits). However, you also have the comparison of paid vs free broadcast network. Reaching double digits on tvN is way more impressive than on let's say a SBS, since you have to pay for the former. I'd say any double digit rating for a tvN show is impressive but for shows on SBS and KBS, depending on the time slot, if the show doesn’t get double digits, I'd say that's bad.
