Qing Dynasty dramas were never banned. Harem dramas, on the other hand, are banned.
I see. I can say Palace harem drama is my favorite genre among historical dramas but i love all Chinese dramas so it's ok for me. They can release it being more stick to historical reality so it's not a big loss

they are not banned, they banned the promotion of lavish lifestyle and exaggerated fights and so on, so the promotion of something unhealthy, to put it simply. Palace harem drama can be aired if they limit this topic
