I think the 4 horsemen is like the 4 mafia bosses for the area. They control the rent and taxes. Jack’s boss is trying to get into the group and be one and he thinks if Jack (remember, he “adopted” him) marries Rose, her dad, who is one of the horsemen, will bring him into the group. At least that’s what I think lol
