Because it's obvious, if he was attracted to Rei he would've hugged him, held his hand or kissed him but he just doesn't like being touched by him in general. Asexual people don't feel sexual attraction to people but can still love and hold someone, Kazuaki doesn't show any interest that doesn't go beyond friendship
